Photo of father carrying a small child on his shouldersMercer's Flexible International Mobility Policies Survey aims to find out what kind of flexibility multinational companies have introduced in their global mobility program policies, as well as their design and how successful they have been.

What is meant by policy flexibility? Any level of choice, whether it be for the business or the assignee, regarding the package or relocation assistance provided to an assignee, whether for a specific item or a range of items.

The survey covers:

  • Introducing flexibility: objectives, challenges, eligibility, responsibilities and program design

Selected findings from the 2024 edition

  • More than two thirds have or intend to have flexibility in their mobility policies. 
  • The two top reasons for introducing flexible policies are again improving the assignee experience, cited as very important by 61% of companies versus 57% in 2022, followed closely by making the package more valuable for assignees with 50% of companies rating this reason as very important.
  • The biggest hurdles to implementing flexible mobility policies reported in this edition of the survey results are the lack of readiness of the HR function/business line managers to provide guidance, the deficiency of technology infrastructure to support, and difficulty with tracking and reporting — all three were selected as a challenge or a big challenge by more than one-third of respondents. 
  • Compared to the results from the last edition, a higher percentage of respondents collect feedback on the use of their flexible mobility programs.
  • Similarlyjust above one-third assess the impact of their flexibility model, an increase compared to 2022, especially in the prevalence of companies that measure it systematically (17% compared to 12%).
